I am having a problem with this item doing anything. what could it be?

Items such as weapons, and other devices which push and fire things can have problems if some functions on land are limited. Check to see if the land you are on has push disabled, build disabled, or damage disabled. These 3 things can cause problems with certain items that require them to function.
